Belmont Shore Residents Association MINUTES GENERAL MEMBERSHIP MEETING December 9, 2010 The meeting was called to order by Vice President Terence Endersen at 6:00 pm. The other members of the Executive Board present were: Elizabeth Borsting, Julie Dean, Marvin Jones, Secretary Jeff Miller, Treasurer Robert O'Connor and Heidi Van Horn. President Aileen Colon and Executive Board members John Forstrom, Adam Hattan, and Jim Lazarus were absent. Thirteen additional BSRA members and visitors were present. The meeting agenda and the minutes of the November 11 meeting were approved. Librarian Debi Gurley announced the Christmas book sale event at the Bay Shore Library, which will continue until Christmas and includes music and gift wrapping. Alan Brawer from Wireless Providers, Inc. spoke about the Verizon products and services they offer for sale. LBPD Lt. Jeff Liberman reported the current status of the "cat burglar" investigation in Belmont Shore, and also characterized the suspect as a "sex predator". It was unclear how many new incidents have been reported in November. He also noted that calls for service to Evo Lounge have already decreased since their entertainment license has been revoked. Bill Smith, Community Relations Representative for Long Beach Transit, spoke about various programs to promote bus riding in Long Beach, such as employer-paid rides, which provide a federal tax credit to the employer, 30 day passes, and multiple-ride coupon books. He responded to additional questions about other bus-related issues, such as extended hours and additional routes to include the beach parking lots. Joy Starr announced the BSBA "Starlight Shopping" promotion and free parking on Saturdays in December. Julie Maleki from Third District Councilman Gary Delong's office reported a recent meeting with residents of Claremont Ave. to discuss installation of a traffic signal there. Terry Endersen attended the meeting, and reported the concern about the proposed "gateway" sign over Second Street with advertising banners that could distract drivers from the traffic signal. Endersen reported additional resident outreach and a traffic study are planned. Maleki also reported these items: The new owner of Quinn's Irish Pub wishes to extend their operating hours from 10 pm to midnight, seven days per week. She said Councilmember DeLong has been asked to send a letter to ABC regarding this change; he would like to hear what BSRA and residents think of this request for later hours. There will be a grand opening party for the Vista Bike Blvd. Sunday at 1 pm. Questions were raised about the plastic bag ban, the Second and PCH developers, and the breakwater study. Secretary Jeff Miller reported the receipt of the BSRA Restated Articles of Incorporation from the California Secretary of State; this establishes BSRA as a "nonprofit public benefit corporation". He reported the mailing of membership renewal notices to the members in arrears on November 19, costing $40.48. As a result, fourteen renewals have been received so far. The annual fee of $15 for the domain name "shoreresidents.org" was paid. An additional reminder mailing is planned in January. Executive Board member Julie Dean volunteered to send an e-mail reminder to members who have not renewed. Treasurer Robert O'Connor reported the checking account balance is $3,883. Vice President Terence Endersen recognized the two newly-appointed members of the Belmont Shore Parking Commission in the audience, Joy Starr (business representative) and Eric Forsberg (resident representative). He asked Forsberg if he would report the Parking Commission meetings to BSRA; Forsberg indicated he would. Endersen noted these items from the last Parking Commission meeting: The plans to spend $55,000 for design work for Second Street "gateway" signs and overhead advertising banners has been postponed at the request of Councilman DeLong. Bill Lorbeer, Chair of the Parking Commission, will speak about the proposed signs at the Belmont Heights Community Association meeting on January 12 at 7pm. Installation of a public drinking fountain in front of Rite Aid is planned; it will be a memorial to former BSBA Executive Director Tori Busch. The meeting was adjourned at 7:25 pm.
